“A network of “Youth houses” social service institutions have been established in a manner defined by relevant executive authorities with the purpose of strengthening patriotism among young people, organization of their harmonic development and free time, psychological rehabilitation, legal and information aid for young people”according to the Paragraph 5.5 added in 2007 to the Law of the Republic of Azerbaijan about “Youth policy” adopted in 2002.
According to the Paragraph 4.1.7 of the Plan of Events of the State Program about the Youth of Azerbaijan (2005-2009) it was intended to create a network of “Youth house” social service institutions. The first “Youth house” started to operate in the city of Aghsu in 2006.
According to the relevant provisions of the Plan of Events of the State Program about “social and economic development of the city of Baku and its settlements in 2011-2013” the construction of “Youth houses” is intended in Binagadi, Khazar, Garadagh, Sabunchu and Surakhani regions. According to the program “Youth houses” are already given to exploitation in Khazar, Sabunchu and Surakhani regions. The construction of Youth houses still goes on in Binagadi and Garadagh regions and it is planned to give them to the use of young people by the end 2014.
According to the subparagraph 6.1.5 of Plan of Events of the State Program about “the Youth of Azerbaijan in 2011-2015” it is intended to build Youth houses in Ganja, Mingachevir, Nakhchivan, Sumqayit, Shaki, Shirvan, Barda, Qazakh, Quba and Shamakhi”.
At the moment the number of “Youth houses” has reached 30. It is planned to give 3 more “Youth houses” to the use of people by the end of 2014.
The main purpose of “Youth houses” is to create conditions to support and develop the initiatives of young people, young people to define themselves as personalities and their self-realization, as well as to help the institution of youth and sports in implementing the youth policy of the state in the territory of the relevant regions.
